If a pedophile has thought about doing things to children but never has should he be on the sex offenders list?
While he hasn't done anything, he still could be considered a risk to children.

I must say no. Pedophile hasn't been convicted of the crime and therefor who's to say that he's capable of committing the crime? I'm sure that there are people that have thought about robbing a store for money, but should they have to say that they committed a felony on job applications? I know that there are a huge minority and possibly a majority of high school students that have fantasized about raping that great looking girl who sits by them, but very few of them do it. Maybe they system could be revised. Although I suppose the list is to prevent more crimes and pedophile is obviously a risk, he has not shown himself to be willing to or to be mentally capable of actually following through with his thoughts.
